Description
The Trailer carries control totals for appended segment types (J1, J2, K1-K4, L1, N1) in addition to the Base record count. When any of these counts disagrees with the segments actually present, the bureau cannot reconcile the file and rejects it. This is a stricter, segment-level companion to the overall Base record-count check.
Common Causes
- Counters not incremented for every appended segment
- Segments added after the totals were computed
- Counting Base records as segments or vice versa
How to Fix
- 1Compute every segment-count total in the same pass that writes the records
- 2Reconcile each Trailer count against the actual segment tally before sending
- 3Re-run validation after any post-processing that adds or removes segments
