    Description

    The L1 segment's Change Indicator must be 1 (Consumer Account Number changed), 2 (Identification Number changed), or 3 (both). Any other value leaves the bureau unable to tell which new-value field to apply.

    Common Causes

    • Change indicator defaulted or blank
    • Indicator inconsistent with the populated new-value fields

    How to Fix

    1. 1Set the indicator to 1, 2, or 3 to match what actually changed
    2. 2Populate the corresponding new account number and/or new identification number
    3. 3Send the L1 only in the cycle the identifier changes
