    The L1 Change Indicator says a value changed but the new value field is blank

    Description

    If the L1 Change Indicator is 1 or 3, the New Consumer Account Number must be present; if it is 2 or 3, the New Identification Number must be present. A change indicator with an empty new-value field is rejected because the bureau has nothing to update the history to.
