Temporarily disable a schedule and resume later without rebuilding the bureau cadence configuration.
Public schedule management
Schedules are managed through the dashboard and public/api/v1/schedules routes. The current implementation supports create/update/delete per bureau, stores next_run_at andlast_run_at, and executes due schedules via cron.
